TL;DR. Marketing teams do not adopt AI in one leap. If you have been reading McKinsey, Gartner, and the consulting-industrial complex, you know the headline numbers on AI adoption. The story behind the numbers is that most marketing teams are stuck between “using AI” and “getting value from AI”. That gap is not a tooling problem. It is a maturity problem. This post gives you the 5-level ladder, what each level looks like in practice, what makes a team stuck, and what it takes to climb. Why a maturity model, and why 5 levels

We built this ladder from observing more than 400 SMB marketing teams over three years. We tried three levels (too coarse), we tried seven levels (too fine), and we landed on five because five is where the transitions become distinct. Between L1 and L2, behavior changes. Between L2 and L3, process emerges. Between L3 and L4, a platform replaces a toolkit. Between L4 and L5, the orchestration shifts from human to system.

The framework is proprietary in the sense that we developed the specific labels, symptoms, and transitional traps based on our own client observations. The underlying idea of staged AI maturity is of course not new. Gartner has an AI maturity curve. HubSpot has written about AI adoption stages. The difference here is that this one is specific to marketing teams at SMBs (10 to 200 employees), and every level maps to observable artifacts you can check against your own team in 15 minutes.

Read through the five levels and be honest about where you are. Most teams we work with are at L2 or early L3. That is fine. The danger is pretending to be at L4 when you are at L2, which is how budgets disappear and strategy dies.

Level 1: Curious

The entry point. Someone on the team has a paid ChatGPT or Claude account. Maybe the founder. Maybe the junior marketer. They use it for occasional tasks: summarizing a PDF, brainstorming a subject line, drafting a social post. Nobody else on the team has adopted it yet. There is no policy, no shared account, no documented use cases.

Symptoms at L1

  • One or two team members using AI, others have not tried it
  • Usage is reactive (“I have this task, let me ask ChatGPT”)
  • No saved prompts, every session starts from scratch
  • Nobody knows which colleague is using what tool
  • Leadership has no visibility into AI use or results

A half-decent LinkedIn post drafted in 3 minutes instead of 20, occasional blog outline, cleaned-up meeting notes. Wins are real but small and not attributable to a strategy.

Tools that fit L1

ChatGPT Plus or Claude Pro, individual seats. Maybe a free trial of an image tool like Midjourney. Nothing more. Buying a platform at L1 is a waste because there is no workflow to integrate it into.

Time and cost to progress from L1 to L2

2 to 6 weeks, under $200 total. The work is getting at least 50% of the marketing team actively using AI on at least one recurring task. That is it. No strategy document, no platform decision, just adoption density.

Common trap at L1

Overconfidence after one magic moment. A founder generates a brilliant blog post, declares “AI is incredible”, tells the team “use AI for everything”, and expects results. Level 2: Applied

Most of the marketing team is now using AI for something. Individual wins are visible. The social posts feel fresher, the blog drafts come faster, the ad-copy variants are more varied. But every person is using AI differently. Different tools, different prompts, different standards. There is no shared workflow. Output quality is inconsistent across the team.

  • 70%+ of the marketing team uses AI at least weekly
  • Output varies wildly in quality between team members
  • People hoard their best prompts instead of sharing them
  • Brand voice drifts across content, sometimes noticeably

6 to 12 weeks, $500 to $2,000 in internal time. The work is documentation, not new tools. Build a shared prompt library, agree on brand voice samples, write down the team’s top 10 recurring workflows and the prompts for each. The point is not to buy more. It is to consolidate what you already have.

Common trap at L2

Tool shopping as a substitute for discipline. Teams at L2 often believe their problem is tooling. “If we had the right AI platform, we’d get consistent output.” They buy a platform, nothing changes, and they conclude AI does not work. Tools that fit L3

The same tools as L2, but used with discipline. A dedicated prompt-management layer (a Notion database or PromptLayer) emerges. Time and cost to progress from L3 to L4

3 to 6 months, $5,000 to $25,000 in platform and integration cost. The transition requires an honest decision: does the team stay at L3 forever (which is fine for some SMBs) or does it move to a plan-anchored agentic platform? Common trap at L3

Systematization theater. A beautiful prompt library in Notion that nobody actually reads. A brand voice doc that is 2 years out of date. A documented workflow that the team bypasses because it slows them down. Systematization only counts if it is used. Audit usage quarterly.

Level 4: Integrated

The team runs on a platform, not a toolkit. Common trap at L4

Common trap at L5

A second trap: over-hiring humans to supervise agents. If you are at L5 and your team grew to manage the AI, you are not at L5. You are at expensive L4.

How to figure out where you actually are

A 10-minute self-audit. Answer these seven questions honestly.

  1. What percentage of your marketing team uses AI weekly? (0-30% = L1; 30-70% = L2; 70-95% = L3; 95%+ with discipline = L4+)
  2. Is there a written prompt library that is actually used, not just created? (no = L1-L2; yes = L3+)
  3. Does your AI work tie to a written annual marketing plan? (no = L1-L3; yes = L4+)
  4. Can you name the revenue or pipeline impact of your AI work in a specific number? (no = L1-L3; yes = L4+)
  5. Do you have 3+ AI tool subscriptions with overlapping functions? (yes = L2; no = L3+)

Most SMB marketing teams score as L2, thinking they are L3. That gap is where the frustration lives. It is also where the most realistic next move is documentation, not tool spending.

Why most teams stall at L2

Three reasons show up again and again.

1. No named owner. At L2, “everyone” uses AI. Nobody is responsible for the discipline. The transition to L3 requires naming a person (a marketer, a founder, a fractional operator) whose job includes AI process ownership. Without that, the prompt library never gets written.

2. Tool shopping. Teams at L2 believe the next tool will fix them. Every new AI tool launch is a distraction. The transition to L3 requires saying no to new tools for 90 days and instead documenting what exists.

When the jump from L3 to L4 is worth it

Not every SMB needs L4. Many businesses with one marketer producing good content at L3 should stay at L3. The jump to L4 makes economic sense when three conditions are true:

  • Your marketing team is 3+ people and coordination cost is rising
  • You have a written annual plan (or you are about to build one)
  • The volume or frequency of content required exceeds what a disciplined L3 team can produce in 40-hour weeks

Moving from L4 to L5 is less about new software and more about new governance. The questions you have to answer before going live with autonomous agents:

  • What scope of decisions can an agent make without human approval?
  • What triggers automatic escalation (budget spend, brand risk, output anomaly)?
  • Who is accountable when an agent produces a failed output? The platform vendor? The marketing director? The founder?

  • What is the kill switch and who has authority to pull it?

These are not tech questions. They are operating model questions. Teams that skip them end up either over-supervising (killing the economic benefit) or under-supervising (taking on preventable risk).
